General Responsibilities

Revenue Administration and Management:


1) Regulate, observe and monitor the activities of District’s revenue office.

2) Determine, collect, waive and reschedule the land development tax.

3) Maintain and update the land record.

4) Allocate the arable and non-arable demesne and other government properties.

5) Reallocate the captured but unused land.

6) Collect the non-tax revenue and send its report to the government.

7) Hearing the revenue related cases.

8) Investigate the revenue issues.

9) Regulate and develop the markets.

10) Determine the boundaries of the market.

11) Set up new markets.

12) Administrate the land of tea garden.

13) Manage record room.

14) Supply the copy of the deeds of the government.

15) Manage the reposed, own, abandoned possession and exchanged properties.

16) Administer the civil proceedings of the government.

17) Settle the intra-district frontier conflict.

18) Establish Union land office.

19) Manage and reform the land offices of the district.

20) Restore the demesnes and oust the illegal occupant of the public land.

21) Manage the forest lands according to the forest law.

22) Organize the symposium on revenue.

23) Implement and manage rehabilitation program for the poor and landless people.

24) Implement the government's land reform policy.

25) The processing and collection of fines according to the direction of the wise court.

26) Follow the judgment / decree / order of the wise court.

27) Initiatives to implement a land-based land-splitting system to protect valuable agricultural land from expansion of non-agricultural activities.

28) Visiting the revenue courts and offices of the district.

29) Determination of toll at Siraat Mahal / Hut bazaar outside municipal area.

30) Land Registration of Hill Tracts.

31) Assist in the preparation and implementation of Land Use Plan.

32) Issuance of clearance certificate in the sale / transfer of property belonging to ethnic minorities.

33) Management of natural resources.

34) Provide assistance to the general land survey program of the Department of Land Records and Surveys.

35) Support the digital land survey program of the Department of Land Records and Surveys.

36) Inspection of General Certificate Officer's Court.

37) Settlement of undeveloped (impound) cases in compliance with the Land Registration Manual and relevant regulations.

 
District Magistracy and Executive Magistracy:

 

1) Exercise all powers and perform the duties of the District Magistracy and Executive Magistracy in accordance with the Penal Code of 1860 and Criminal Procedure of 1898

2) Exercise all powers and perform the duties of the District Magistracy and Executive Magistracy in accordance with the Police Law of 1961 and Police Regulations of 1943. 

3) Perform all powers and duties of the District Magistracy and Executive Magistracy as per the jail code.

4) Conduct mobile courts according to the Mobile court Act, 2009.

5) Issue evening law in accordance with the Special Powers Act, 1974.

6) Execute the powers and perform the duties and duties as per all Minor Act. 

7) Supervision and monitoring of magisterial functions of Additional District Magistrates and Executive Magistrates.

8) Report on Executive Magistracy to the Government.

9) Activities related to the withdrawal of political and harassing cases.

10) Court visit of Additional District Magistrates and Executive Magistrates.

11) Prison inspection.

12) Inspection of police station.

13) Send recommendations for appointment of GP, Special GP, VP-GP, AGP, PP, Special PP, APP.

Public order and public safety

 

1) Maintaining public order during emergencies such as riots, strikes, political tensions, labor unrest.

2) To take action in accordance with Article 144 of the Criminal Procedure Code of 1898 for maintaining peace between the disputing parties.

3) Controlling hooliganism, touts, terrorism and smuggling and drug trafficking.

4) To provide detention under the Special Powers Act of 1974.

5) Activities related to restoration of possession of public property (land, building, etc.).

6) Prevent acid abuse.

7) Control of drug abuse.

8) Preventing the torture of women and children.

9) Preventing child marriage.

10) Dowry restriction.

11) Suppression of militancy.

12) Prevention of trafficking in women and children.

13) Prevention of smuggling.

14) Hundi business regulation.

15) Prevention of sexual harassment.


Law & Order:


1) General control over the police department in the crime prevention activities in accordance with the Police Act of 1861 and Police Regulations of 1943.

2) Serving as the chairperson of the District Law and Order Committee.

3) Take initiative to reduce crime trends.

4) Taking the initiative to curb serious crime.

5) To bring relief in the public life of the district by maintaining law and order.

6) To arrange the law and order committee meeting with the concerned employees and prominent persons in the event of the emergence of special law and order situation.

7) To send proposals to establish new police stations, and inquiry centers.

8) To send immediate reports to the government regarding the law and order situation, fatalities, accidents, disasters.

 

Jail:


1) Supervision of jail activities according to jail code.

2) Regular inspection of jail.

3) Proposal for appointment of private jail visitor.

4) Allotment of detainees for detention.

5) Ensure providing food according to the availability of prisoners.

6) Taking action on the welfare of prisoners.

7) Permission to meet with persons in detention.

 

Tourism:


1) Taking necessary initiatives to uphold the law and order of existing tourism spots;

2) Taking initiatives to preserve the environment by maintaining the aesthetic beauty of existing tourist spots;

3) Taking initiatives to provide security to the incoming tourists of existing tourist spots;

4) To facilitate local tourism in the district by utilizing the natural environment;

5) Encourage private entrepreneurs to invest in the tourism sector;

6) To send a proposal to the government for the creation of a tourism facility.


Firearms Regulation:


1) To carry out activities in accordance with the firearms law of 1878;

2) To undertake all activities related to the issuance, renewal, cancellation and restoration of all types of firearms licenses;

3) Prepare and update computerized database of legitimate firearms dealers and shop owners;

4) Prepare and update the computerized database of all types of valid firearms license holders / proprietors.


State Secret Issues:


1) The security functions of the Honorable President and Hon'ble Prime Minister;

2) Summer booklet activities;

3) Preservation of books on cipher and de-cipher and taking action according to the received cipher message;

4) To send reports on safe custody of confidential booksellers;

5) Processing of confidential matters in accordance with the Official Secrets Act of 1921;

6) Monitoring the security of KPIs.


Confidential report:


1) Send quarterly confidential reports to the government on the overall condition of the district;

2) Sending confidential reports to the government on special political situations;

3) Sending confidential reports of special events;

4) To send confidential report on special law and order situation.


Treasury and stamps:


1) Conduct the Treasury program in accordance with the Treasury Rules and Subsidiary Rules made in 1957;

2) Making regular Treasury Verification;

3) Temporary custody of materials such as public examination papers, confidential papers, highly valuable and speculative and archaeological evidence;

4) Stamp management in accordance with the Stamp Act of 1899;

5) Activities related to stamps, vendor licenses, renewals and cancellations;

6) Arrangement of stamp collection and sale.

7)  To send reports on the collection and sale of stamps and postage tickets;

8) Initiatives for cancellation of obsolete and canceled stamps and postage tickets.


Corruption:


1) Assist the Anti-Corruption Commission to prevent corruption;

2) Processing of complaints filed by the people on corruption; and

3) Take initiative to create mass awareness to prevent corruption.


Public Encouragement:


1) Encouraging the public to exchange views and develop social resistance to raise social awareness to eliminate various social problems such as sexual harassment, torture, drug abuse, dowry, child marriage, etc;

2) Adopting and implementing development projects locally by involving the people;

3) To inform the public about the new government program and to encourage the public to implement the program.

 

License:


1) Issuance, renewal and cancellation of dealing license of CI Sheets, Cement, Cigarettes, Swan, Iron, Steel etc.;

2) Licensing, renewal and revocation of licenses for toxic products, explosives, drugs and alcohol, money-laundering, brick kilns, motor driving, cinema halls, hotels and restaurants;

3) Provide the required 'clearance certificate' to various organizations;

4) Issuance, renewal and cancellation of licenses under the Sarai Act, Acid (Transfer, Preservation and Marketing) Act;

5) Issuance, renewal and cancellation of licenses for essential commodities such as sugar, salt etc.;

6) Appointment of TCB and other dealers if necessary.


About the War of Liberation:


1) To assist in enlisting the freedom fighters;

2) The welfare of the families of the martyred freedom fighters;

3) The welfare of the freedom fighters and their families, including the war-torn freedom fighters;

4) To confirm the presence of the representative of the government at the state funeral of the freedom fighters, and to provide financial assistance if necessary;

5) Supervising the distribution of honorarium allowance to the freedom fighters;

6) To take steps to identify and preserve the memory of the freedom fighters. And

7) Assistance in the election of the freedom fighter command council.

 

Property Acquisition and Order Occupation:

 

1) Actions related to the acquisition and order possession of land, buildings, vehicles, etc. in the public interest;

2) The functions of the District Land Allocation Committee;

3) Activities of the District Site Selection Committee;

4) Acts related to payment of acquired property compensation;

5) Acquisition of reclaimed and unused land;

6) Discharge of property occupied by order of the public interest.

 

News and Publications:


1) To allow the publication of newspapers, periodicals, etc.;

2) To permit establishment of the printing press after proper verification;

3) Cancellation of permission / declaration for publication of newspapers, periodicals etc.

4) Prohibition of publication / temporary suspension;

5) Approval of ownership of newspapers, periodicals and printing presses; and

6) Take other activities as per the Printing Press and Publication Act of 1973.


Election:


1) Perform the duties assigned to the election of the National Parliament and Local Government Institutions as per the directives of the Election Commission;

2) Supervise the preparation and updating of voter lists;

3) Supervising the preparation and updating of national identity cards;

4) Determination and redeployment of constituencies as per Government directive;

5) Appoint executive magistrates to curb election crime for the smooth functioning of national parliament elections and local government institutions;

6) Any other duties assigned by the Election Commission from time to time.

 

Border Issues:

 

1) Inspection of BOP and check post and supervision of border areas;

2) Taking steps to preserve and reform the international border Pillar;

3) The government regulates certain economic and social activities within certain areas of the border;

4) Taking appropriate measures to prevent infiltrators into the border areas;

5) To take effective measures to prevent smuggling operations in the border areas;

6) To act as the Chairman of the District Smuggling Taskforce Committee and take appropriate measures to prevent smuggling;

7) To act as the chair of the District Smuggling Prevention Coordination Committee and take appropriate measures to curb smuggling;

8) Communicating with the concerned counterpart of the border country if necessary;

9) Taking initiatives to organize joint border conferences and participating in conferences as leaders;

10) The management of the designated border huts.

 


Statistics

 

1) To provide necessary assistance in carrying out the census properly and accurately;

2) To provide necessary assistance in the proper execution of special census, such as agricultural census, health census, education census, social security bureaucracy etc.

 

Disaster Management:


1) To undertake disaster management and relief and rehabilitation activities at the time of disaster and post-disaster as per the directives given by the Famine Code, Standing Orders and Procedures related to Disaster, and issued notices, circulars, orders, memorandums etc. issued at various times.

2) To serve as chairperson of the district committees on relief, resettlement and disaster management;

3) Immediate post-disaster emergency visit / inspection of disaster hit areas;

4) Conduct general (food and cash) relief and provide test relief;

5) The smooth implementation of the Kabikha / Kabita / Rural Infrastructure Maintenance Program;

6) Smooth implementation of the VGF / VGD program;

7) Implementation, supervision and monitoring of the working opportunity program for the very poor;

8) To oversee and monitor any other relief, rehabilitation and disaster protection related social security programs adopted by the government from time to time.
